OUR DEFINITION OF HOMELESS

For the purposes of the ACASĂ Programme, a homeless person means someone, ‘whose primary night time residence is a public or private place not designed for or ordinarily used as regular sleeping accommodation for human beings and includes people who are living in cars, parks, bus or train stations, public spaces, abandoned buildings, substandard housing, or similar settings and includes migrants.


Homelessness includes individuals who lack a fixed, regular and adequate night-time residence, or face the threat of violence in their own homes and extends to those who are at risk of becoming homeless.’
